One thing to remember is that if your phone is plugged in via usb it will default to using that as its network device. So any communication that happens is proxied through your PC. Once you unplug it, the phone falls back to WiFi or 3G. Try checking your wireless settings. I can using the phone with VS, so its seems to be unlocked.

Just a question, My country is not listed in the app hub developer registration. It is possible to publish apps from non-supported markets through the Global Publisher Program. My account is activated by DreamSpark code. In details I see that account status is "active". I successfully sent some beta app, to get familiar with publishing process, but I still can not unlock my phone getting store registration incomplete error - 0x I don't know if that was ever changed in more recent updates If you published the Beta app more than a couple days then Beta distribution may not be enough to trigger the verification process I mentioned previously.
Beta distribution option was only added last year. If that's the case then you can try publishing an app for public or hidden distribution, rather than Beta. IIRC, the app does not actually need to pass certification in order to trigger the verification process. You may also consider posting this question in the Register and Manage Account forum or Submit a support ticket to query about your account status in regards to device unlock permissions.
But also I did read somewhere, that GeoTrust will be no longer used against individual or student dev account, so I am not sure if it is still needed.
